Express Webinar: Community Lender Enhancement Initiative
In this bite-sized webinar, EXIM’s Mark Klein, Managing Director of Lender Accounts, provides an overview of the Community Lender Enhancement Initiative, a pilot program designed to expand access to export financing for small businesses by empowering community lenders.
Developed in collaboration with the U.S. Small Business Administration, this initiative addresses longstanding barriers that have limited participation by smaller lenders in EXIM’s Working Capital Guarantee Program (WCGP), including operational complexity, collateral monitoring requirements, and the need for specialized asset-based lending expertise.
During the session, Mark explains how the program is designed to simplify participation and broaden access by:
- Enabling community lenders to support small and medium-sized exporters through a streamlined WCGP offering
- Reducing administrative and compliance burdens through policy alignment and simplified requirements
- Shifting key responsibilities, such as collateral monitoring, to EXIM
- Minimizing or eliminating the need for specialized asset-based lending infrastructure
- Introducing program enhancements that make export financing more accessible, efficient, and scalable
The initiative also includes key policy changes, such as expanded eligibility for exporters through updated content requirements, and a simplified product structure with up to a 90 percent loan guarantee for smaller transactions.
By removing structural barriers and aligning with SBA practices, EXIM aims to unlock broader participation among community lenders, improve access to working capital for exporters, and increase small business export activity.
